WFP- Office of Evaluation in Rome (OEDE) is looking for three consultants for the mid-term evaluation of its Country Programme in Bangladesh.
The Country programme (2007 - 2010) USD 221 millions
The goal of this CP is to support the Government in achieving the MDGs by improving the food security of ultra-poor households, their nutritional well-being and their livelihoods. The CP focuses on 5 activities related
to SO 2 to 5: 1) enhancing the food consumption and livelihood of ultra-poor households (vulnerable groups development); 2) enhancing the nutrition of women, children and adolescent; 3) enhancing enrolment, attendance and learning, and reducing drop-outs in pre-primary and primary
school; 4) enhancing resilience to natural disasters; and 5) strengthening national and local capacity to manage food based programmes.

Evaluation timing
Premission phase: November 2008 January 2009
Includes: briefing in HQ (Rome) Review of documents and drafting of pre-mission report
Evaluation mission phase: January - February 2009 about 3 weeks in Bangladesh
Reporting phases: February - May 2009
Includes evaluation report and Executive Board Summary report
Evaluation team
1 International team leader
Responsibility:
Develop evaluation methodology
Conduct secondary data review
Manage evaluation team and ensure efficient division of tasks between the mission members;
Conduct the evaluation in accordance with the TORs and scope of the evaluation;
Represent the evaluation team in meetings with stakeholders
Present evaluation findings and recommendations at meeting with stakeholders
Responsible for timely submission of pre-mission, evaluation and summary reports.
Expertise required:
Extensive experience in conducting evaluations of humanitarian operations
Minimum 7-10 years professional expertise in international
development/humanitarian cooperation
Extensive knowledge of result-based management evaluation and participatory evaluation methodologies and approaches and in applying the DAC evaluation criteria.
Demonstrated analytical, communication and report writing skills

Knowledge of these issues in Bangladesh and knowledge of WFP are considered an advantage.
